What good will come of "economic relations" with Cuba?

SA writes off R926,8m owed by Cuba

"Cuba's debt position had the potential to undermine bilateral economic relations"

Now this is a situation where you really have to ask yourself, do we want to have "bilateral economic relations" with a country that owes us almost R1 billion and is unable to pay it?? Surely this points to them not being very good with their "economic relations" in the first place? What makes Maseko think that the future for Cuba holds anything different?

If South Africa were a bank and Cuba, a customer of that bank, right now, Cuba would be having its credit rating smeared, its car towed away and its house repossessed! And the bank would be sure to never do business with that customer again!

Why should South Africa act any differently?
